The flag is orange with white canton and in the canton the
coat of arms of the organization. The motto (on the shield):
"Listos en paz o emergencia" (Ready on Peace and
Emergency). The flag is described in a document in their site

The description of the flag: "Is a rectangle divided in
four equal parts, the upper left rectangle is white and in its
center is the coat of arms of the Institution, and the reminded
parts are orange. The white represents peace and the orange
emergency."

The organization has updated its symbols. There are a new Coat
of Arms (see here)
featuring the insular domains of the country (that is San Andrés); new logo (see here)
that is used as alternate Coat of Arms, and a new flag, which
is the same color pattern of an orange flag with a white
rectanlge on the canton and the Coat of Arms on it.
The explanation of the symbols is found on page 4 of this PDF
document found on their official website.
The structure of the Defensa Civil as it currently operates today
is basically defined by Decree No. 2341 of 1971, operating under
the Ministry of National Defence.

The description of the coat of arms: "White ground in
which there is an equilateral triangle with the vertice
downwards, horizontally divided in the middle; the upper section
us further divided vertically in two, the left is yellow and the
right is blue. In the central part of the upper fess there
is the figure of the war deity of the Agustinian civilization,
the lower part of the triangle is red and contains the letters D
C in black. In tuter fields of the tringle there is writen the
motto of the Institution" The motto is "Listos en paz o
emergencia" [Ready in Peace and Emergency].

The logo as this, rather than the flag or Coat of Arms is
displayed on vehicles and uniforms.

background and black border and in its interior it carries an
equilateral triangle in orange color and black borders with the
letters D C in black, and bellow the triangle there is the word
COLOMBIA in black.
